Background

EIT Climate-KIC (Knowledge and Innovation Community) is Europe’s foremost climate innovation initiative. Our mission is to leverage the power of innovation to build a zero-carbon, climate-resilient, just, and inclusive society. Climate-KIC’s strategy, Transformation, in Time, responds to the need for a 1.5° aligned, systemic approach to reversing global warming and developing climate resilience, commensurate with the complexity, scale and requisite pace of response to the climate challenge.

Established in 2010 and headquartered in Amsterdam, we orchestrate a community of more than 400 organisations comprised of large corporations and SMEs, municipal and regional governments, universities and research institutes, as well as non-governmental organisations and uncommon actors. We are an organisation of circa 160 people. We operate out of 13 hubs across Europe and conduct activities in 39 countries globally. We have historically managed €80-100 million per year in grants, provided predominantly by our founder and core funder, the European Institute for Innovation and Technology (EIT). We are transitioning to a multi-funder model with the objective of maintaining a flow of funds of circa €100 million annually to our community and to problem owners to deliver impact.

We use a portfolio approach for developing and deploying innovation, entrepreneurship, education and community mobilisation to unlock structural change in systems where emissions are tough to reduce – cities, land-use, industry, and finance. We do so by combining activities and innovation outputs from applied research, learning and reskilling, start-up incubation, movement building and innovation ecosystem building. Over the last ten years we have supported more than 4,500 businesses, in over 50 countries, that have gone on to attract over €1.5 bln of capital and featured regularly in the Forbes 30 under 30 European list. Our education programmes have influenced the lives of over 45,000 people who have launched a movement building alumni community. In 2019, we launched Deep Demonstrations, a demand-led methodology for composing innovation portfolios across technology, policy, finance, social change, citizen engagement, and other relevant levers of change, in order to generate options and test transition pathways for place-based systems and value chains.

Our goals for 2027 are to ensure that 200,000 people across Europe are equipped with enhanced climate-relevant innovation and entrepreneurial skills; 10 million people benefit from improved resilience to the impacts of climate change; 50 cities, countries, regions and large scale businesses across Europe are achieving net-zero as a result of partnership with EIT Climate-KIC; 500 million tons of CO2 eq. emissions have been avoided cumulatively (approx. 1/10 annual EU production) and we have succeeded in leveraging €100 bln to scale-up innovations tackling climate change. Ultimately, we aim to become a leader in systemic innovation that contributes to a paradigm shift from a linear, industrial production system to a circular, regenerative model, leveraging the power of our unique community of innovators and inspiring change beyond it.

Purpose of the role

Climate-KlC has been progressing our strategy by taking a portfolio approach, applying systems innovation, taking a demand-led view and activating communities to support climate action. This is intended to unlock transformation to a net-zero, resilient future.

In order to support this, we need a robust Measurement, Evaluation and Learning (MEL) team, approach and framework to assess our progress, on both implementing the strategy and reaching the climate goals we have set.

The MEL Analyst (internally referred to as the MEL Developer, Designer, and Producer) will work within the MEL Team to support the improvement and implementation of the new Climate-KlC MEL Framework, including providing direction and oversight for data collection and insight generation, analysis and reporting of results and progress towards our impact goals. The Framework is based on the Blue Marble Evaluation principles and mixed-methods and offers guidance on how to measure, evaluate and learn at both project, organisational and systems levels.

You will develop and maintain relationships with internal and external groups and individuals to promote and enable the use of MEL approaches and tools. You will act as a facilitator in defining what change looks like and the theories of change and transformation on how to get there; in designing and/or managing internal evaluation processes; and in generating actionable insights from those processes. Also, you will support the design and implementation of clear internal and external communications to inform ongoing decision-making during implementation and periodic reports on strategic progress towards impact.

You will analyse, systematize and communicate actionable insights and learning reports generated through systematic qualitative analysis of information produced by Climate-KIC and its partners. Information include sensemaking and evaluation reports, technical reports, strategy documents, among others.

Key responsibilities / capabilities

  • Facilitating workshops to:
    • (Co)design MEL context-adequate MEL Frameworks, including Theory of Change and Measurement and Learning tools, with diverse current and potential partners
    • Sense make quantitative and qualitative data with diverse groups of stakeholders
    • Build MEL capacity of EIT Climate-KIC staff and partners
  • Analyzing and synthetizing reports to produce actionable internal and external intelligence reports
  • Support the development of a systems innovation MEL approach as a service
  • Support embedding this service within Future Funding activities or within the portfolio design of Deep Demonstrations
  • Work across the team and with external parties to hone a specific set of services
  • Implement and operationalise key elements of the MEL Framework as needed, including supporting all internal processes and reporting to Boards as needed
  • Deliver services to external clients as needed
  • Support monitoring, learning and portfolio management processes across EIT Climate-KIC
  • Engage proactively with internal and external stakeholders to communicate and market our service and collect feedback for improvement

Required background and qualifications

Qualifications

  • Relevant academic degree or qualification

Experience

  • Extensive knowledge and experience with systems and complexity-sensitive MEL approaches, particularly:
    • Theories of Change and Transformation
    • Mixed-methods measurement and evaluation
    • Social network analysis
    • Developmental and Blue Marble evaluation

Skills

  • Strong analytical, systemizing and communication skills and experience with:
    • Analysing large qualitative datasets
    • Reviewing and synthetising of technical reports
    • Developing insight reports based mostly on secondary mixed-method data
    • Presenting and engaging relevant audiences
  • Excellent ability and experience in facilitating workshops with diverse groups of stakeholders in different stages of a project/portfolio cycle:
    • As part of designing appropriate and relevant MEL frameworks
    • As part of sensemaking findings and lessons learned for adaptive management
    • As part of evaluating and disseminating findings and lessons learned
